James Osteen, 53, of Kendall Road in Hornbeak was arrested December 10 on four counts of indecent exposure.
Osteen is facing the charges after two incidents at Tiptonville Dollar General in which he allegedly exposed himself to young girls.
The first incident occurred September 24. A man exposed himself to an 11-year-old girl at the store. No adults witnessed the incident, but the child did promptly inform an adult. The crime was caught on the store’s video surveillance.
The second incident happened December 5. The perpetrator exposed himself to two 10-year-old girls and an 11-year-old girl. The children told an adult immediately.
The adult then confronted the suspect, who fled. A store employee was able to get the suspect’s tag number as he left in a dark SUV. Once again, there was surveillance footage of the offense.
Osteen was arrested December 10 after officers used his license plate number and surveillance footage from Dollar General to connect him to the crimes. Deputies initially began searching for Osteen in Obion County, but he was spotted in downtown Tiptonville last Tuesday.
Tiptonville Police took swift action, placing him in custody.
“We knew we had to find him,” Police Chief Joe England said of the three-month-long search for the offender.
According to Chief England, Osteen has cooperated with authorities thus far.
